Position on a Translated and Rotated Relative Frame

We continue our discussion of the rotation matrix– but now with a stationary frame that has a different origin than the rotated frame.  In this video, we explore the position of a fixed point on a rotating frame, as it appears to a stationary observer.  Or, how does the dot on the merry-go-round’s position, from your friend’s perspective?  More precisely, what is the absolute position in a fixed reference frame, of a fixed particle in a rotating, translating relative frame?
